Amber Tatro is a 3 and half year old girl who has a medical condition known as Spina Bifida, which affects her bladder. She has to have a clean intermittent catheterization (CIC) multiple times a day. She is not old enough to be able to do it herself so she needs the school district to do it for her while she is at school. The Irving Independent School district would not provide her with this service. They argued it was “medical service” and not a related service, so they were not required to do it. The Tatro family disagreed and wanted the school to provide the CIC because she could not go without it. Amber’s parents went and requested a due process hearing to go against the school district’s decision. All the lower rulings went in favor of the Tatro family while the school district appealed.
