It says that Inslee was the only one to not participate in the tradition — but this is immediately after a paragraph in which Gluesenkamp Perez is described as continuing the tradition ''by signing the back of the painting'' (and, indeed, Inslee's signature is not on the back of the painting). The ''Spokesman''{{'}}s source is a tweet by Baumgartner, which says that Inslee was the only one "not to hang it" - i.e., not to put it on public display. Did that mean Inslee ''was not given the painting''?
