::::::::I'm not sure if a footnote would be necessary in either of these cases. The average reader who reads these types of articles is probably already informed on the fact that the districts that are voted on will not be in effect until after the ballot measure passes. I would be completely fine if maps of both of these ballots measures under the new lines are added to each of the articles' results sections with an explanation of why they are there to clarify what the purposes of these ballot measures are for readers who may be confused.
