A few years into operation, the Tower Pavilion had been superceeded by the [[Empress Ballroom]] at the Blackpool Winter Gardens, which had opened in 1896. The Empress Ballroom was considerably larger and grander than the Pavilion. The Tower Company comissioned a replacement.

The new design was by [[Frank Matcham]]. It saw the Ballroom be expanded, with an elevated roof and considerably more decoration - and it saw the renaming of the ballroom to the Blackpool Tower Ballroom. It was constructed between 1897 and 1898, and it opened in 1899. The new Blackpool Tower Ballroom became popular with dancers. (find quote sharing popularity).

Its popularity also led to it's use for other events, particularly important events in Blackpool such as election meetings and announcements.
