The WSJ piece, written by Martin Sherman, says "{{tq|Mr. Spencer says that Israel is setting the “gold standard” for avoiding civilian casualties.}}"[https://www.wsj.com/opinion/israel-must-can-and-will-win-hamas-defeat-rafah-war-gaza-22e9a19d] Given its an opinion piece it can't be stated as fact, and must be stated with attribution.
