It should explain more clearly the decisive points where the two western and the eastern empires were divided. The first time that was done administratively was in the early Valentinian dynasty, as explained in the article about it, but the section doesn't mention that; it just says at one point that Theodosius 'intervened in the west', which presumes that there had already been a split so the west wasn't in his domain, but that split has not been mentioned before.
